Path
Leland Stoltzfus is from Sauk County, west of Madison. Trained as a plumber through the Madison College apprenticeship from 2010 to 2014, became a journeyman, and joined a Madison fire-protection contractor where he spent six years installing and testing RPDAs and DCDAs on schools, hospitals, and the State of Wisconsin office complex. He passed the NICET Level II exam in 2017 and the ASSE 5110 in 2019. He moved to Milwaukee in late 2019 to join WPCC as the fire-service specialist; he bought in as the third partner in January 2021.
What he does now
Stoltzfus does every RPDA and DCDA test on our books — roughly 240 per year — and every install on a fire service. He is also the senior repair technician, responsible for any rebuild on an assembly 2.5″ or larger. He drives a Ford Transit 250 (truck van #03) with the long-reach gauge case and a dedicated fire-service test kit.
He covers the North Shore (Whitefish Bay, Shorewood, Bayside, Fox Point, River Hills, Brown Deer, Glendale) plus the western suburb fire-service accounts (Wauwatosa, West Allis, Brookfield, Elm Grove, New Berlin, Mequon). His district has the fewest accounts (244 in 2025) but the highest average billing per account, because fire-service work is denser and slower.
Specializations
- RPDA / DCDA coordination
Fire-service backflow tests require alignment with the fire department's annual sprinkler inspection and with the building's alarm-monitoring company. Stoltzfus runs that coordination directly.
- Large-body RP rebuilds (2.5″+)
Watts 957, Wilkins 375A, Febco 860 — the bodies are heavy and the diaphragms are large; the rebuild takes a hoist and two sets of hands.
- Antifreeze fire systems
He has tested the antifreeze systems in 14 commercial buildings whose unheated stairwells justified the glycol fill.
- NFPA 25 inspections
He is not the inspector of record but he reads NFPA 25 results adjacent to the backflow test for any account where we're both involved.
The 6-inch tests
Stoltzfus tests roughly twenty 6″ fire-service assemblies a year. Each one is a half-day visit with significant scaffolding: the alarm monitoring company is on-test for the duration; the fire pump (if there is one) is locked out; the sprinkler contractor is on-site for the system re-fill if anything needed to be drained. The longest single test in 2025 was an 8″ Watts 957 RPDA at a hospital campus on Connell Avenue — six hours, two repair touchpoints (CK-2 spring and bypass-meter calibration), and one rebuild kit consumed.
